This is a vintage collectible 7 5/8”handpainted plate from Russia/ Soviet Union in 1989. It was designed by Kholui artist Anatoly Kamorin and depicts a snow queen often heard of in Russian folk tales. This is a display plate, not for use with food, and it has two holes in the back ready for a plate hanger.
